I can't promise about 2013 but if they haven't changed it from 4.5: 1.  In Job Cost / Setup / Job cost options / tab 2 - check the box to Define Job statuses allowed in entry. 2.  In Job Cost / Setup / Job status maintenance - select the company you want to maintain and select the job statuses you want to control. 3.  In Library Master / Role Maintenance - you should probably choose at least one role that will have the ability to Override the status message.  The option is under Security Events.  Users with this permission will see a "do you want to continue" message while others will see a "not authorized" message.  It comes with a "do you want to override" which is followed by a password prompt, so they can have a supervisor come by and allow them to continue if appropriate.
