It doesn't really buy you anything to adjust the cost of a tier If you've already shipped the tier in question. The adjustment won't do anything to the invoice already processed. Your best bet would probably be to make the adjustment to the next tier in line that has a balance. That will get the correct amount into your inventory system and the total processed between the two tiers will be the correct amount, even if one was a little high and the other a litle low.
