My opinion is that you have something wrong in your network configurations/settings or hardware.   What you describe is not a normal situation. Upgrading is unlikely to solve your problem if the problem is in network configuration.   You really need to figure out what is going on before even considering an upgrade. First thing I would consider is whether it is your virus scanning software might be doing it to you.  Try turning it off temporarily and see if  speed improves.
